Draft Amendments on Public Procurement in the Field of Construction Sent to the Government
On the website of the Ministry of Finance, information appeared that the government had amended certain acts related to procurement in the construction industry.
In particular, construction purchases are planned to be excluded from the mandatory auction list. This means that customers will be able to conduct them both through an auction and through a tender. The rules for evaluating tenders will also change. So, the customer will be able to evaluate the experience by the type of construction object (linear, especially dangerous, unique or “ordinary”), as well as by the type of previously executed contract (LCA, turnkey contract or “ordinary” construction contract).
They also plan to adjust the additional requirements for participants in such purchases. In particular, the period for which building experience is taken into account will be increased from 3 to 5 years. Participants in the purchase of construction, reconstruction works will not be able to confirm such experience with an executed contract for a major overhaul or demolition of an object.
