In connection with the determination of June 24 and July 1, 2020, the Ministry of Finance of Russia sent military parades to mark the 75th anniversary of the Victory in the Great Patriotic War of 1941-1945 and the Victory Parade and sent an all-Russian vote on amendments to the Constitution of the Russian Federation the participants of the contract system recommendations on the implementation of procurement on the indicated days, as Laws No. 44-ФЗ and 223-ФЗ establish the requirements for performing certain actions exclusively on business days, in particular:
the conduct of electronic auction procedures, the submission of final bids during open tenders in electronic form will be automatically transferred by the operators of electronic platforms to the next business day without additional action by customers;
information interaction of banks in which special accounts are opened by procurement participants to secure applications, and electronic platform operators on non-working days will be carried out around the clock (that is, blocking and termination of blocking of funds on special accounts of procurement participants provided for by Law No. 44-FZ will be carried out in the normal mode and without changing the regulated terms); Separate recommendations on procurement in accordance with Law No. 223-FZ are given.
