Working documentation for construction and reconstruction: cases when it is not required
Cases have been identified for which the preparation of working documentation is not required during the construction or reconstruction of a capital construction facility.
Decree of the Government of the Russian Federation dated 04/12/2025 No. 486 establishes cases in which the preparation of working documentation is not required for the construction or reconstruction of a capital construction facility.
In accordance with this resolution, working documentation is not required in the following cases::
1) there is no need to obtain a building permit. If obtaining a building permit is not required for construction or reconstruction work, the preparation of working documentation is not mandatory.
2) there is no need for an expert examination of the project documentation. Unless an expert examination of the design documentation of the capital construction facility and (or) the results of engineering surveys performed to prepare such design documentation is required.
The resolution comes into force after 7 days from the date of its official publication.
