The FAS explained the procedure for including suppliers in the register of unscrupulous in various procurement methods
The FAS of Russia explained the procedure for submitting information about unscrupulous suppliers.
The letter states that for electronic procurement, information is sent to the register of unscrupulous suppliers (RNP) through the unified information system (UIS), and when purchasing from a single supplier — in paper form.
The FAS letter contains the following points:
- In accordance with paragraph 9 of the rules of conduct of the RNP, approved by Decree of the Government of the Russian Federation dated 30.06.2021 No. 1078, the formation by the customer of an application for the inclusion of information in the RNP using the EIS is carried out only when conducting electronic procedures.
- In case of an uncompetitive method of determining a supplier (contractor, contractor), an application for the inclusion of information in the RNP is sent on paper (paragraph 10 of the Rules).
- The possibility of forming and sending a request to include information about the counterparty in the RNP using the EIS in this case is not yet provided.
