The full text of the Message of the Rais of Tatarstan to the State Council of the Republic has been published
Today, the Rais of Tatarstan, Rustam Minnikhanov, delivered a traditional Message to the parliament, which took place within the framework of the second meeting of the State Council of the Republic of the VII convocation.
In addition to deputies, representatives of state and municipal authorities, heads of enterprises, institutions and many others were invited to the meeting. The total number of guests is 670 people.

Dear deputies of the State Council of the Republic of Tatarstan and invited guests!
Dear Tatarstan citizens!
Based on the heritage of all generations of our people, Tatarstan continues to develop steadily today. We live in our native land and purposefully work for its well-being. We are strengthening business relations with colleagues, looking for new opportunities. We look to the future with confidence, preserving traditions, multiplying achievements.
Thanks to socio-political and economic stability, interethnic peace, interreligious harmony, as well as the support of the country's leadership and personally our President Vladimir Vladimirovich Putin, Tatarstan continues its sustainable development.
It is comfortable to live, work, create families and raise children in the republic. We stand firmly on the protection of our traditional values and, of course, we will preserve this heritage for future generations!
Dear compatriots!
Thousands of Tatarstan citizens are selflessly fighting for the security and sovereignty of our Fatherland during a special military operation. Honourably fulfilling their military duty, confidently solving the assigned combat tasks, our soldiers show courage, perseverance and heroism.
The defenders of the Motherland are with us in this Hall today. I'll ask them to come up.
You are our pride. Sincere words of gratitude and a low bow to all our heroes. We are proud of you!

From the first day of the special military operation, our compatriots, continuing the glorious exploits of their ancestors, who once raised the banner of Victory over the Reichstag, liberate the earth from Nazism, bring the long-awaited Victory closer.
Unfortunately, it is not without losses. We will always remember our valiant soldiers who gave their lives for the Fatherland, for the peaceful life of future generations. I propose to honor the memory of all those who died with a minute of silence.

At a time when our soldiers are defending their homeland on the front line, the main task is to provide them with confidence and peace of mind for their loved ones. Even more important is taking care of the families of the dead fighters. All established support measures and benefits must be strictly provided. No appeal should be ignored. A formal approach is unacceptable here.
The famous words "Everything for the front! Everything for Victory!" become relevant again. Residents of the republic respond to new challenges with solidarity and civic solidarity, providing assistance to the front, our compatriots from the border regions, as well as the sponsored cities of Lisichansk and Rubezhnoye. State and local government bodies are involved in this work with the active participation of the heads of municipalities, our industrial enterprises and agricultural organizations, small and medium-sized businesses, public associations, including the republican movement "Yardam Yanash! Help is near!", a branch of the State Foundation "Defenders of the Fatherland", created on the initiative of the President of Russia, DOSAAF of the Republic, United Russia and other political parties, volunteer communities, representatives of traditional faiths.
Special words of gratitude to all Tatarstan citizens who make their important contribution to the common cause: they organize the collection and dispatch of humanitarian supplies, carry food and medicines in private cars, systematically provide material assistance, weave camouflage nets, make dugout furnaces, tactical equipment and uniforms, help the families of the participants of the SVO.
People do this sincerely and from the bottom of their hearts, uniting the same caring citizens around them, gathering whole teams of like-minded people. Among them are Olga Spiridonova from Kazan, Natalia Udaltsova from Naberezhnye Chelny, Danis Musin from Aznakaevsky district, Sania Safiullina from Apastov, spouses Farit Akhmetgaliev and Gulnaz Galimova from Arsky district, Elena Valeeva from Baltasinsky district, Baris Gafurov from Drozhzhanovsky district, Roman Epaneshnikov from Yelabuga, Ilgizar Nasibullin from Novosheshminsky and Artem Tyunev from Spassky districts.
We are sure that Victory will be ours, our heroes will return home. We must create all the necessary conditions for their return to peaceful life. This will require solving a whole range of issues, primarily on the socialization and rehabilitation of veterans of the SVO, their employment, and the immediate provision of all support measures.
All state and municipal authorities, enterprises and organizations of the republic, as well as the Association of Veterans of the Armed Forces and other public organizations established this year, should be involved in this work.
I ask the deputies to actively engage in this work, including in the development of relevant legislative initiatives.

"A nation that does not know the past has no future," wrote our great scientist Shigabutdin Marjani. Preserving historical memory is our duty to future generations. This helps us to deeply feel the connection between generations and look to the future with confidence.
In 2025, together with the whole country, we will celebrate the most important holiday – the 80th anniversary of the Victory of the Soviet people in the Great Patriotic War, a victory that, without exaggeration, is our main asset and a matter of special pride.
We are deeply indebted to the generation of winners. We owe everything we have today to the veterans who forged Victory at the front and in the rear.
Unfortunately, time is inexorable, there are fewer and fewer living witnesses of the Great Victory. It is necessary to surround each veteran with special care.
Heads of municipalities and heads of executive authorities should prepare appropriate measures at the highest organizational level.
It is also important to continue the work on perpetuating the memory of the heroes of the Fatherland, including the participants of the SVO and the heroes of labor feat.
As part of the celebration of the 80th anniversary of the Great Victory, given the importance of the challenges we face, I declare 2025 the Year of Defender of the Fatherland in the republic.
There is no future without respect for the past. Our duty is to cherish and pass on the memory of the heroic past of our people from generation to generation, to educate worthy citizens of our country on these examples.
Now, when there is a struggle for the minds of our children, it is extremely important to minimize the influence of hostile propaganda. The involvement of young people in destructive communities, attempts to recruit them into terrorist organizations and inciting them to commit crimes, including the production and sale of narcotic drugs, is of serious concern.
I ask the deputies to make proposals to tighten responsibility for involving minors in illegal activities.
In general, working with young people requires a systematic and integrated approach. The most important task is to ensure maximum coverage of the younger generation. I emphasize that it is necessary to work with all categories of teenagers without exception.
First of all, this is the area of responsibility of the Ministry of Youth Affairs and the Ministry of Education and Science. It is necessary to build real interdepartmental cooperation with republican and municipal authorities, law enforcement and supervisory authorities, patriotic and veteran organizations. In addition, the potential of the republican branch of the "Movement of the First" should be used more widely, and veterans of their time – real heroes of our time - should be more actively involved in the work.
Public opinion, especially among young people, is formed through the mass media and new media. The professionalism and responsibility of editors, journalists and other media figures determine the quality and reliability of information that creates public sentiment. It is extremely important to promptly bring verified, objective information to the public, prevent the spread of fakes, and increase the media literacy of the population. The key role in this work is assigned to the republican agency Tatmedia.

The strength of the Fatherland, the foundation of our society – traditional family values.
Within the framework of the Year of the Family announced by the President of the country, more than a thousand events were held in all municipalities in the republic. Family support is a constant priority in our work.
"The happiness of the family is the happiness of the country," says the people. The stronger our families are, the stronger our country is. Only a friendly family is the basis for preserving culture, native language, traditions and interethnic friendship. It is in such a family that the reliable future of our country and the republic is brought up.
The family is the foundation of our multinational state, a reliable rear and support for every person. It strengthens traditional values and preserves the continuity of generations.
This is especially evident in the example of labor dynasties – families where the love of work and the chosen life's work is instilled from generation to generation. And today there are representatives of such family dynasties in the hall. This is a family of hereditary career officers – Major General Borodin, whose father was a participant in the Great Patriotic War, both sons are serving in the Armed Forces of the Russian Federation today, and his grandson is performing combat missions in the SVO zone; the Musharapov-Zaripov dynasty of doctors, where there are a total of three dozen doctors; the Sabirov family of teachers, in which the general teaching experience – 530 years; the Gayfullin-Safin labor dynasty, whose total work experience at KAMAZ is 280 years; the Sharafeev sports dynasty, which has successfully represented our republic at all–Russian and international competitions in the third generation.
