Draft amendments to the legislation on the contract system have been prepared
The Government of the Russian Federation has prepared a draft law on amendments to Law No. 44-FZ.
The document proposes to transfer the following temporary measures to a permanent basis:
- The possibility of requesting quotations in electronic form without restrictions on their annual volume, provided for in part 10 of Article 24 of Law No. 44-FZ.
- Granting the Government of the Russian Federation the authority to establish exceptions for the types of purchased goods (works, services) taken into account in the calculation of the NSR and SONKO by adding paragraph 6 to part 1 of Article 30.1 of Law No. 44-FZ.
- Reduction of the minimum term of the contract in the field of procurement for federal and regional needs, in respect of which essential conditions may be changed, from 3 years to 1 year by amending paragraphs 2 and 3 of part 1 of Article 95 of Law No. 44-FZ.
- The possibility of changing the essential terms of contracts concluded with a single supplier (contractor, contractor) in accordance with the paragraphs 3, 40, 41, 46, 52, 56, 59 and 62 of Part 1 of Article 93 of Law No. 44-FZ, by amending paragraph 10 of part 1 of Article 95 of Law No. 44-FZ.
- At the same time, parts 65.1 and 75 of Article 112 of Law No. 44-FZ are proposed to be declared invalid.
If this Federal Law is adopted, it will enter into force on 01.01.2025.
