Amendments on the unification of the rules for the application of the national regime in procurement have been published, which will enter into force on January 1, 2025. The government will be able to establish a ban, restriction on the purchase of imported goods, as well as an advantage for Russian products, including when purchasing under Law No. 223-FZ.
Starting from July 13, the maximum amount of fees for participation in public procurement has been changed.
Since July 1, a new procedure for issuing permits for public procurement of imported goods from the list of products with a ban on admission has been in effect. The mechanism for submitting applications for their receipt is the same, but there are also innovations. For example, the deadline for checking applications has been shortened.
Since July 9, a number of documents in public procurement have been adjusted. Thus, the rules for maintaining the register of contracts clarified that when information about the conclusion of a transaction is included in it, the name of the construction purchase object according to the estimate will be indicated from January 1, 2026.
The SME Corporation will check more customers under Law No. 223-FZ from January 1, 2025. More than 200 new companies will be added to the list of customers whose draft procurement plans and changes to such plans are being assessed for compliance with the law in terms of MSPs. These include airports, resource providers, scientific and technical and other organizations. A number of existing positions will be excluded from the list.
