They were allowed to conclude a contract with the second participant if the customer refused the transaction, but the winner was not included in the register of unscrupulous suppliers due to force majeure. Justification of the initial (maximum) contract price.
It has become easier to determine the identity and uniformity of goods (works, services), as well as to compare commercial offers. Methodological recommendations will be applied at the request of the customer.
Electronic procedures.
An electronic request for quotations will be carried out at the initial (maximum contract price not higher than 10 million rubles. The restriction on the annual volume was lifted until December 31, 2026.
The price threshold for purchases through the "electronic store" was increased to 5 million rubles within 100 million rubles per year. They do not need to be taken into account in the annual volume of small purchases, including in the field of culture and medicine.
Termination of the contract.
Customers were allowed to conclude a contract with the second participant if they had to abandon the deal with the winner, but he was not included in the register of unscrupulous suppliers, since they did not fulfill their obligations due to force majeure.
Turnkey construction procurement.
The opportunity to make a turnkey purchase was retained until January 1, 2025. Also, customers were allowed to set different advance amounts for individual stages of complex contracts, including not paying an advance at the stage of design and survey work.
Medical procurement.
Customers of medical devices and medical nutrition were allowed to indicate a trademark without an equivalent when describing the object of purchase. The list of products will be approved by the government.
The innovation will be applied if, according to the decision of the medical commission, the patient has medical indications, for example, individual intolerance. Such a decision will be sent to the register of contracts.
Approval of the transaction with a single supplier.
The term of consideration of the appeal was reduced to 8 working days from the date following the day of its receipt to the controllers.
