According to Law N 223-FZ, the terms for payment of contracts were limited and construction purchases were optimized
Amendments were signed on measures to support customers and procurement participants in connection with sanctions. In particular, they limited the terms of payment for contracts, clarified the rules for describing the subject of procurement, secured the opportunity to purchase work on the construction of an object on a turnkey basis.
Payment of contracts
Customers pay for goods, works and services within 7 working days from the date of acceptance. Another period may be provided, in particular, by law. So, the payment term can be set in the procurement regulation.
Recall that similar rules have recently been defined for purchases from SMEs.
Description of the subject matter of the procurement
From July 1, it is not forbidden to include the name of the country of origin of the goods in the description of the subject of competitive procurement.
Construction Procurement
Customers can purchase at the same time:
work on the preparation of project documentation, the performance of engineering surveys, the construction, reconstruction or overhaul of a capital construction facility;
equipment, if it is in the project documentation and ensures the operation of the facility.
The change is effective July 1st.
