The state contract was not signed due to sanctions - the information was not included in the RNP
The winner of the procurement for the supply of cheese did not sign the contract and did not provide its security. The customer recognized him as having evaded.
Controllers did not include information in the RNP because the winner:
received a letter from the manufacturer about the increase in the cost of products due to sanctions. The winner could not purchase products in the same volumes, but under the new conditions;
provided letters from 14 more manufacturers with information that prices for goods have increased.
A similar position is taken, in particular:
Tula OFAS. The controllers took into account that the winner provided explanations and letters from manufacturers about the suspension of supplies and the rise in prices of goods;
Komi OFAS. The antimonopoly authority took into account, among other things, similar explanations of the winner, his agreement to conclude and execute the contract on different terms, correspondence with the customer on agreeing on a security guarantee.
