OFAS: to assess experience in public procurement, it is impossible to establish a requirement for a minimum contract price

In order to assess the qualifications of the bidders in terms of the "experience" indicator, the customer accepted completed contracts for the subject of procurement, the cost of each of which was not less than the NMTsK.

The participant complained that such a condition limits the ability to get the maximum number of points.

The controllers agreed with him: the regulation on the evaluation of applications does not allow setting a minimum price requirement for contracts for the evaluation of experience.

A similar position is taken, in particular, by the Lipetsk OFAS and the Irkutsk OFAS.
