The Ministry of Finance explained the nuances of applying additional requirements to public procurement participants and the procedure for evaluating their applications
From January 1, new additional requirements apply to procurement participants. They were grouped into sections depending on the scope of goods, works, services.
The Agency noted: the type or scope of the customer's activity does not form the conditions for the application of such requirements (p. 7 of the letter). Note that there is a different opinion in administrative practice.
Since that date, the procedure for evaluating bids of procurement participants has also been updated. When evaluating according to the "contract price" criterion, 100 points are assigned to the application with the best price offer. Other applications are awarded points after comparison with the best price. Among other things, the agency gave an example of calculation.
It also noted: if another price offer is at least 2 times higher than the best, the calculation result will be negative. This means that it is many times worse than the best and it should be assigned 0 points (p. 8-9 letters).
