A number of customers under the Law N 223-FZ may be given the right to prepare competent suppliers from among MSPs
In the first reading, a draft was approved on the introduction of a mechanism for "growing" suppliers, contractors, performers from among MSPs for their potential participation in procurement under Law No. 223-FZ.
It is planned that the government, among other things, will approve (p. 5 of the project):
a list of customers under Law No. 223-FZ who have the right to approve development programs for suppliers (contractors, performers) from among MSPs;
program form;
the main requirements for program participants and the procedure for their selection.
Customers, in particular, will determine (p. 6 of the project):
goods (works, services) with codes for OKPD2 for programs;
additional requirements for participants;
individual development cards with conditions for providing support under the program.
The project defined the requirements for the program (p. 7-9 of the project). These include, for example, measures of liability of the parties for violation of its terms.
The customer will inform about the program on his website (p. 10 of the project). The register of programs will be maintained by the SMSP Development Corporation (p. 6 of the project).
According to the authors, the amendments will increase the number of qualified suppliers with the necessary training for customers.
