We have determined who will issue guarantees to the participants of public procurement and keep their special accounts
The government has approved requirements for banks that serve special accounts, guarantor banks and regional guarantee organizations. They are valid from January 1.
Special accounts, as before, will be serviced by banks that simultaneously:
interact with all operators of electronic platforms;
they meet the requirements of clause 2 of the Rules for Placing Federal Budget Funds on Bank Deposits.
Only the rating requirement was left for the guarantor banks. There is no condition on the amount of capital.
In addition, we have established requirements for regional guarantee organizations. Among them, the presence of a financial stability rank not lower than the "B" level.
