More customers under the Law No. 44-FZ will take into account the specifics of the provision of communication services
Deputies in the third reading adopted amendments on the specifics of providing communication services for state authorities, national defense, state security and law enforcement.
Other state bodies, local self-government bodies and organizations will also apply these features if they conclude contracts (contracts) for such services under Law No. 44-FZ and pay for them at the expense of the budgets of the budgetary system of the Russian Federation (p. 3 and 4 of the draft).
In addition, the provisions on the contract price were clarified. So, if the terms of the new contract (contract) are the same as in the past, the price of services should not exceed the price of the previous contract. It can be changed only by the amount of indexing (p. 5 and 6 of the project).
As now, the telecom operator does not have the right to suspend or terminate the provision of services without the written consent of the customer. They clarified that they should be provided even after the expiration of the contract, if a new one has not been concluded. At the request of the operator, the customer must confirm the fact of the provision of services. He will be able to demand payment in court (p. 6 and 7 of the draft).
