About electronic registration in the EIS in the field of procurement and updating the work of members of the procurement commission
The State Procurement Committee of the Republic of Tatarstan recalls that in accordance with the Law on the Contract System, from 01.01.2022 it becomes mandatory:
1. Formation and signing of acceptance documents in the unified information system in the field of procurement (hereinafter referred to as the EIS in the field of procurement) within the framework of the execution of contracts concluded based on the results of competitive electronic procedures.
2. Placement of protocols for consideration of applications with the signing of electronic signatures of all members of the procurement commission.
Thus, according to the posted electronic procedures, from 01.01.2022, there will be no possibility of publishing closing documents in the form of paper scans and a protocol for reviewing applications signed by one member of the procurement commission.
We note that for violation of the terms of placement in the unified information system in the field of procurement of necessary information and documents, administrative liability is provided in accordance with Article 7.30 of the Code of Administrative Offences of the Russian Federation - 30 thousand rubles.
In this regard, and to familiarize with the functionality for the formation and signing of acceptance documents in electronic form in the EIS in the field of procurement, the Federal Treasury has prepared a training video "Electronic registration in the EIS in the field of procurement. Mandatory application from 01.01.2022", containing innovations in terms of electronic registration in the execution of contracts, the algorithm of work of suppliers and customers with documents on acceptance in the EIS in the field of procurement and general organizational issues.
