Approved the specifics of planning and implementation of purchases by customers under Law No. 44-FZ operating outside the Russian Federation

According to the new paragraph 26 of the Regulation on the Procedure for the Formation and Approval of Procurement Schedules (hereinafter referred to as the Regulation), approved by the Decree of the Government of the Russian Federation No. 1279 dated September 30, 2019, the specifics of procurement planning by customers operating in a foreign country are established.
At the same time, the amount of financial security can be indicated in US dollars. In this case, the "US dollar" is indicated as the unit of measurement in the chart, the OK code 015-94 is not indicated.;
the schedule in the form of a separate purchase includes, among other things, information on purchases that are planned to be carried out in accordance with paragraphs 23, paragraph 26 and paragraph 33 of Part 1 of Article 93 of Federal Law No. 44-FZ of April 5, 2013 "On the contract system in the procurement of goods, works, services for state and municipal needs", in the amount of the annual volume of financial support for the relevant purchases. At the same time, some graphs of the schedule are not filled in. The relevant provision of Law No. 44-FZ is indicated as the name of the object of purchase;
information about the customer is not indicated in the schedule. Information about the location of the customer is indicated without the code of the territory of the settlement in accordance with OKTMO;
instead of the ICZ, the CVR is indicated in the schedule plan;
columns 3, 4, 13 and 14 of section 2 of the annex to the Regulation may not be filled in;
column 12 of section 2 of the annex to the Regulation is not filled in.
When determining the NMCC by the method of comparable market prices, in addition to publicly available information provided for in Part 18 of Article 22 of Law No. 44-FZ, other publicly available information, including posted on the Internet, may be used.
These changes will take effect on January 1, 2022. At the same time, the Regulation on the specifics of planning and implementation of purchases by customers operating on the territory of a foreign state, approved by the Decree of the Government of the Russian Federation No. 556 dated May 5, 2018, has been declared invalid since the same date.
