In the description of the object of public procurement, the unit of measurement must be specified unambiguously

The customer bought garbage bags. In the technical task and calculation of the NMCC, he indicated the unit of measurement as "pcs.", and in the name - "bags in a roll".
When signing the contract, the winner found out that he offered a price for one bag, not for one roll. He ambiguously interpreted the terms of the technical task, since rolls were indicated as a unit of measurement in similar purchases.
The FAS considered the actions of the customer illegal. Among other things, it took into account the percentage of price reduction relative to the NMCC. It was more than 90%.
It should be noted that the controllers may also recognize as a violation that they did not give the name of the unit of measurement. So, in one case, the customer did not do this, because he felt that it was already clear which units were in question.
