The procedure for confirming compliance with the terms of contracts with the use of photo and video equipment in 2021 has been determined
The Federal Treasury in accordance with sub-item " b "of item 22 of the Rules for Treasury Support of Funds approved by the Decree of the Government of the Russian Federation No. 2106 of December 15, 2020 and sub-item" b " of item 24 of the Rules for Treasury Support of Funds of the State Defense Order in the currency of the Russian Federation approved by the Decree of the Government of the Russian Federation of December 18, 2020. No. 2153, approved the regulations for the inspection of actually delivered goods (works performed, services rendered), including with the use of photo and video equipment, for compliance with the information specified in the contract, the capital investment agreement, the contract for major repairs, documents confirming the occurrence of monetary obligations in the implementation of treasury support of funds (hereinafter – the Regulations). The recommended samples of documents drawn up during and based on the results of the relevant inspections using photo and video equipment (hereinafter also referred to as verification) were also approved (Order of the Federal Treasury No. 5n of January 11, 2021).
In accordance with the Regulations, the inspection is carried out in the form of a visual inspection without damage to the packaging, disassembly, dismantling, or other violation of the structural integrity of the goods actually delivered (works performed, services rendered), on the basis of the relevant notification of the customer, which he must send to the territorial authority of the Treasury of Russia no later than 5 working days before the date of acceptance, indicating the date of its conduct. Information about the date of acceptance is made out in any written form on the official letterhead of the customer and signed by the head of the customer or another person authorized to act on behalf of the customer.
The results of the inspection, including the revealed facts of non-compliance with the terms of the contract, the information contained in the acceptance documents, are reflected in the relevant act. The copy of the specified act on the next working day after the date of signing is sent by the head of the group of inspectors to the structural division of the Treasury body of Russia and the Treasury Support Department of the Federal Treasury for analysis and systematization. The act is also accompanied by photo and video materials, measurement results (if available), which do not contain restricted access information. The corresponding order of the Russian Treasury came into force on March 14, 2021.
