The Ministry of Finance has adjusted the procedure for forming the identification code of public procurement
The changes are aimed at bringing the procedure for forming the purchase identification code (PID) in compliance with the law.
In particular, it was clarified that each electronic small purchase will be assigned a separate code. At the start of the purchase stage, the specific value of its serial number will be specified in digits 27 – 29 of the icz. According to the document, the amendments should come into force on October 1. However, the start date of the provisions on electronic small purchases was moved by the new law to April 1, 2021.
It was also clarified that in the 27 – 29th category of icz, you will need to specify "0", for example, when purchasing on the basis of clauses 4 and 5 of part 1 of article 93 of the Law N 44-FZ. You do not need to provide a specific value for the serial number at the stage of concluding the contract.
In addition, we have adjusted the list of exceptions when the PPI is assigned to the total volume of purchases for the year. In particular, it removed purchases of drugs that are purchased by the decision of the medical Commission on the basis of paragraph 7, part 2 of article 83 and 3, part 2 of article 83.1 of the Law N 44-FZ.
These amendments will take effect on August 10.
