The Federal Treasury has prepared a review of the results of control activities in the subjects of the Russian Federation, identified systemic and systematic deficiencies and violations, as well as positive practices aimed at preventing violations in the financial and budgetary sphere in the first half of 2023.

On February 9, 2024, Chairman of the State Procurement Committee of the Republic of Tatarstan Ruslan Sabirov took part in a meeting of labor collectives of enterprises and organizations, housing and communal services, budgetary institutions in the Yutazinsky municipal district.

The agency told what to consider for customers and suppliers who want to write off the penalty under the contract.

In one day, the customer concluded 42 contracts for homogeneous work based on the results of small purchases from a single supplier.

The prosecutor considered that the single transaction was artificially fragmented in order to avoid competitive procedures. He demanded to invalidate the contracts and collect payment from the contractor.

The Ministry of Finance and the Ministry of Transport published a joint letter explaining the specifics of the purchase and the possibility of changing the essential terms of the regular transportation contract.

On February 05, 2024, the full-time module of the advanced training course under the program "Contract system in the field of procurement of goods, works, services for state and municipal needs 1.0" was launched at the Higher School of Public and Municipal Administration of Kazan Federal University.

In a letter prepared by specialists of the Ministry of Finance of the Russian Federation, in particular, it is explained that if the legislation for the purpose of concluding a civil contract provides for the obligation to make purchases in accordance with Law No. 44-FZ, then during its implementation the provisions of Articles 14, 23, 28-30, 34, 35 of Law No. 44-FZ by virtue of Part 7 of art.
