The issues of the formation of "structured" documents in the Unified Information System are explained
According to experts of the Ministry of Finance of the Russian Federation, the share of recyclables used in the production of the purchased goods specified in paragraph 2 of the Features approved by Decree of the Government of the Russian Federation dated 07/08/2022 N 1224 does not relate to the characteristics provided for in paragraph 1 of Part 1 of Article 33 of Law N 44-FZ, therefore it is indicated in the full description of the object of purchase included in the notification in accordance with paragraph 1 of Part 2 of Article 42 of Law No. 44-FZ as an appendix. At the same time, the criteria for evaluating applications and the magnitude of their significance are included in the notification in a "structured form". The procedure for reviewing and evaluating applications is included in the notification as an appendix, not in a "structured form".
In addition, it is noted that the legislation does not contain provisions on the possibility of restricting customers in the options for specifying the characteristics of goods, works, services using the EIS or prohibiting the indication of these characteristics of works, services using the EIS in the case of a regional or municipal information system.
