The FAS explained how the participant can confirm the availability of a license

The Antimonopoly Service told what information the procurement participant must provide in his application in order to confirm the availability of a special permit to engage in a specific type of activity.
It is enough for the participant of the purchase to provide the details of the license: the registration number and the date of its issue. According to this information, the customer will check the availability of a license in the registry, since it is from the moment of making an entry in the registry that the license is considered issued (Part 8 of Article 31 of Law No. 44-FZ, Part 3 of Article 9 of Law No. 99-FZ).
The license registry is not always publicly accessible. For example, the Ministry of Defense and the State Corporation Roscosmos maintain closed registers of licenses. In this case, the procurement participant must submit an extract from the register or a copy of the act of the licensing authority so that the customer's commission can verify that the organization or entrepreneur has the necessary license.
Earlier, the Ministry of Finance and the Ministry of Economic Development expressed a similar position (letters dated 09.10.2023 No. 24-06-05/95692, dated 08/25/2023 No. OG-D24-7294).
