How to evaluate the applications of procurement participants under Law No. 44-FZ in terms of "availability of financial resources"?
According to experts of the Ministry of Finance of the Russian Federation, if the customer uses the evaluation indicator "availability of financial resources from procurement participants" to evaluate applications according to the evaluation criterion "qualification of procurement participants", the corresponding detailed indicators are determined by the customer independently. At the same time, the detailed indicators established by the customer, revealing the specified evaluation indicator, as well as a list of supporting documents, should not lead to restriction of competition, in particular to an unjustified restriction of the number of procurement participants.
Recall that for the evaluation of applications according to the evaluation criterion "qualification of procurement participants" may be used, unless otherwise provided by the Regulation approved by Decree of the Government of the Russian Federation dated 31.12.2021 N 2604, the evaluation indicator "availability of financial resources for procurement participants". Detailed indicators are used to evaluate applications for this indicator.
