Ministry of Economic Development: To participate in the procurement, it is enough for participants to provide the license details (registration number and date of its provision)
On August 25, 2023, the Ministry of Economic Development of the Russian Federation provided an explanation on confirmation of the availability of licenses for procurement participants. Thus, to confirm the availability of licenses required by customers in the procurement notice and/or procurement documentation, it is sufficient to provide the details of the current license (registration number and date of its provision), since the only source confirming the license is the license register, and not an extract from it issued by Decree of the Government of the Russian Federation. Federation No. 2343 dated December 29, 2020, as explained by the Federal Antimonopoly Service of Russia and the Ministry of Finance of Russia. The Ministry of Economic Development of the Russian Federation noted that an extract from the register of licenses, which is provided to an interested person in accordance with Article 21 of Federal Law No. 99, cannot serve as confirmation of the license.
Now procurement participants do not need to receive extracts from the register of licenses and attach them to their application, since it is enough to specify only the license number and the date of issue. Customers must independently check in the register of licenses for its availability from procurement participants by the number and date specified in the applications of procurement participants.
