The Ministry of Finance of Russia spoke about the peculiarities of participation in electronic procedures, the participants of which must meet additional requirements

In prepared by experts of the Ministry, the letter clarifies the procedure for participation in the procurement in electronic form, in respect of which the Government of the Russian Federation establishes additional requirements under part 2 and part 2.1 of article 31 of the Federal law of April 5, 2013 № 44-FZ "On the contract system in the field of procurement of goods, works and services for state and municipal needs" (hereinafter – the Law № 44-FZ), including procurement of works on construction, reconstruction, overhaul, demolition of capital construction, linear facility, construction of non-capital structure, structures (structures, structures), landscaping, repair, maintenance of roads.

In particular, it was explained that from July 1, 2019 participation in these purchases provides for the participants to obtain accreditation on the electronic platform in the new order established by part 4 of article 24.2 of the Law № 44-FZ, that is, after registration in the UIS. Thus, it is advisable for participants to take measures for registration in the UIS in advance in order to implement the provisions of part 12-15 of article 24.2 of Law No. 44-FZ, which determine the procedure for sending to the operator of the electronic platform the documents listed in part 3 of article 31 of Law No. 44-FZ.
