On may 1, amendments to Laws N 44-FZ and N 223-FZ were published.
The law on the reform of the contract system
The law provides for global changes in the justification and planning of procurement, Contracting with a single supplier, procurement procedures, conclusion and modification of state contracts. Most of the provisions will enter into force on 1 July 2019.
The law simplifies the procurement for institutions of culture and education
Institutions of culture and education increased the one-time and annual limit for purchases from a single supplier according to paragraph 5 of part 1 of article 93 of the Law N 44-FZ. All budgetary institutions will be able to carry out purchases under the Law N 223-FZ at the expense of the means received as a gift or under the will.
The amendments will enter into force on 31 July 2019.
The law on the methods of purchasing services for the organization of children's recreation and rehabilitation
In Law N 44-FZ, only the possibility to hold a tender with limited participation in electronic form or to purchase services without additional requirements remained provided for in respect of such purchases: to make quotations or to conclude a contract with a single supplier. The new rules have been working since may 1.
