The state Duma is going to cancel procurement plans under the Law N 44-FZ
Deputies considered in the second reading the bill, which will significantly simplify the procurement procedure.
What document to draw up plans
You will need to make only a schedule (paragraph 5 of article 1 of the project). As now, the procurement will not be possible if it is not included in the document or does not comply with it.
The government will establish uniform requirements for all customers to the form of the schedule and the rules for its maintenance, approval and placement. Regions and municipalities will not be able to Supplement these requirements and rules.
The composition of the information that will have to specify customers may be different. The draft provides much less data than in the current version of the Law N 44-FZ. However, the government can expand the list of information.
How long to plan purchases
The schedule will need to be drawn up for a period equal to the duration of the law or the municipal act on the budget. The document will also have to include information on procurement, which in accordance with the budget legislation will be carried out at the end of the planning period.
When you need to make changes
The list of the bases in many respects reproduces the lists provided in the current edition of the Law N 44-FZ and the rules approved by the government. The novelty was the situation when the purchase does not meet the requirements established in the framework of rationing.
How much will change the rules in this part, it will become clear when the government approves the order of the schedules. It may have additional grounds.
How soon can I make a purchase after the change
If the customer adjusts the schedule by correcting the purchase data or adding a new purchase, it will be possible to start the procedure or conclude a contract with a single supplier within a day in all situations. Recall that this situation was in the previous version of the project.
When will earn new rules
Customers will continue to maintain plans and schedules in the old way until the end of 2019. However, the rule on the date of procurement when changing the schedule will come into force on July 1 (part 6 of article 2 of the project).
