Developed features of the description of scientific works
The Ministry of education and science has prepared a document with the features of the description of research, development and technological works, research and development. The new rules will allow customers to evaluate at the stage of procurement planning whether it is necessary to perform research and development. The purchase is carried out when the customer can not perform the work and services himself. If the document is adopted, the new rules will come into force on January 1, 2020.
The authors of the project believe that it is necessary to improve the procurement of research and development. In the description of the object of purchase of the customer will be obliged to prescribe the share of budget funds that attract:
basic research - from 0 to 100 percent;
applied research - from 10 to 100 percent;
experimental development - from 30 to 100 percent;
pilot production and certification - from 70 to 100 percent.
It is also necessary to indicate the presence of the conclusion of wounds. The customer receives an opinion as a result of the evaluation of research topics that are included in the work plan of scientific organizations and educational organizations of higher education. At the same time, research is carried out at the expense of the Federal budget. The document should contain the conclusion that the financing of scientific topics is appropriate.
