The Ministry of health of Russia explained the procedure for the use of reference prices in the calculation of initial maximum price of the contract for purposes of procurement of drugs by Law No. 44-FZ

The specialists of the Ministry told about the peculiarities of using the reference price from January 1 to justify the initial maximum price of the contract in accordance with the order of the Ministry of health of Russia dated October 26, 2017 № 871n "on approval Of the procedure for determining the initial (maximum) price of the contract, the price of the contract concluded with a single supplier (contractor, contractor), in the procurement of medicines for medical use" (hereinafter – Order № 871n).

In particular, it is explained that when justifying the initial maximum price of the contract, the customer must take the minimum value of the prices calculated by him with the simultaneous use of all methods provided for by Order No. 871n for the price of the unit of the drug planned for purchase. Due to the absence of a reference price for the purchased drug on the date of formation of h, the minimum value calculated by other methods provided for by Order No. 871n should be used.

At the same time, it is noted that the transition to the calculation and use of reference prices for medicines for medical use, for which interchangeability is determined, will be carried out in stages this year.
