Practice reminds: the description of the object of public procurement should be clear

The customer included a picture of the purchased item with reference to technical specifications dedicated to the requirements of the format. The image stated: "the fonts Used are: Times New Roman; Arial; Сalibri".

In one application, the text was reproduced in full. The Commission rejected it because of the lack of specific indicators, as only one font had to be selected.

The participant filed a complaint with the FAS. The customer tried to refute it, referring to the provisions of the instructions:

requirements for the product can be specified in its image;

if there are multiple mutually exclusive values for a requirement, the participant must select one of them.

However, the Supervisory authority took the applicant's side.

We believe that the customer should have brought the font requirements separately. Otherwise, it is impossible to make an application correctly, as the requirements of the documentation will not meet either the image or the data on the characteristics of the goods.

This is not the first time that the reviewers did not take into account the provisions of the documentation, as they were not clear enough. Previously, the inspectors canceled the purchase due to an excessively complex technical task, punished for a non-exhaustive list of normative documents.
