The Russian government will develop measures to strengthen the effectiveness of control in public procurement

The Russian President instructed the Russian Government to optimize pricing when customers enter into contracts in accordance with the Federal law of April 5, 2013 № 44-FZ "on the contract system in the procurement of goods, works and services for state and municipal needs." To this end, it is necessary to ensure:

using the mechanism of formation and disclosure of the price structure of contracts with a single supplier;

amendments to the legislation providing for the approval of the list of goods, works and services subject to regulation at their maximum prices and characteristics;

optimization of methods for determining contractors, including the exclusion of unnecessary ones, if necessary, based on the analysis of their application;

carrying out control measures in respect of procurement from a single supplier in case of recognition of a competitive procedure as failed;

expanding the practice of procurement of goods, works and services of the same name for the needs of the Federal Executive authorities through their centralization through the authorized customer (list of instructions to strengthen the effectiveness of control in the procurement of goods, works and services for state and municipal needs (approved). The President of the Russian Federation of 17 December 2018 No. 2417).

In addition, in order to improve the efficiency of forecasting, planning and spending of budget funds, the government of the Russian Federation was instructed to automate a number of processes, including:

verification of data on the counterparty contained in various government information resources, with the exception of the need for re - submission of documentation;

maintenance of the procurement plan and schedule in the form of a single electronic document;

calculation of the NMC based, among other things, on counterparty prices;

formation of contracts in electronic form in the UIS on the basis of standard contracts, standard conditions of contracts;

monitoring compliance with the terms of the contracts and the accrual of penalties (fines) for violations.

As a result of these instructions, the Russian Government will report before July 1, 2019.
