Public procurement of goods of machine tool industry of foreign production may be prohibited
The Ministry of industry and trade of Russia has developed a draft resolution of the Government of the Russian Federation, according to which a ban on the purchase of these foreign – made goods (except for those produced in the EAEU member States) from the attached list, including those used in the performance of work (provision of services) for the needs of national defense and state security, as well as for state and municipal needs.
It is assumed that the ban will not be applied in the case when there is no production of purchased goods on the territory of the Russian Federation on the basis of the permission of the Ministry of industry and trade of Russia, which is issued subject to the provisions of the RF Government decree of July 17, 2015 № 719 "on confirmation of industrial production in the territory of the Russian Federation". The relevant permission customers will place in the UIS during the procurement.
At the same time, confirmation of localization of production of machine tool products will be made:
data of the register of the Russian machine tool production (at confirmation of production in the territory of the Russian Federation);
information of the register of Eurasian machine tool products (upon confirmation of production in the territory of the EAEU member state).
The criteria for confirmation of industrial production in the territory of the Russian Federation are also determined.
