Approved the order of Treasury inspections of contracts
The test conditions of the contracts approved by the Treasury. The new rules will come into force on 31 August 2018.
Treasury will check the documents that confirm the delivery of goods, works, services. The controller will study:
terms and scope of work, services, delivery of goods;
the data of separate accounting of expenditures;
information on the price structure of the contract;
availability of documents-grounds in the EIS.
Also, the Treasury will check the actual volume of delivered goods, works and services. During control actions experts have the right to apply photo-, video - and audio equipment, measuring devices. If the goods, works, services meet the terms of the contract, the Treasury will transfer the funds to the account of the counterparty; if during the audit revealed violations – the money will not be transferred. The rule also applies to contracts under the GOZ.
The order was prescribed for contracts with Treasury support. Rules spread:
for advance payments under contracts in the amount of more than 100 million rubles for state and municipal facilities-for capital investments in state and municipal facilities or under contracts of Federal budget and Autonomous institutions;
settlements on non-competitive procurement, if the only supplier is determined by the President or the Government;
agreements and agreements on subsidies, budget investments, contributions to the authorized capital, contributions to property;
contracts and capital investment agreements.
