The procedure for calculating NMCs for state procurement of medicines was approved

From December 9, 2017, with the help of the new procedure, initial (maximum) price of contract or the price of a contract with a single supplier for the purchase of medicines is determined. In the case of procurement, the notice of which has been published in the EIS before that date, the procedure does not apply.

How to calculate the unit price of a medicine

Such a price is determined by one TIN, and if there is no TIN, then by grouping or chemical name. When purchasing a combined preparation, the calculation is made with respect to its composition.

When calculating, account must be taken of equivalent dosage forms and dosages.

The price of a unit of a drug is determined without taking into account VAT and wholesale surcharges:

- the method of comparable market prices;

- by the tariff method. We believe that it should be used when buying drugs from the VED list;

- by calculating the weighted average price on the basis of contracts (contracts) for the supply of such a drug, concluded by the customer for 12 months preceding the month of calculation. Contracts (contracts) for the supply of medicines for prescribing to a patient upon the decision of a medical commission are not taken into account.

After calculation by the specified methods, the customer chooses the minimum value. This will be the price of a unit of the medicine.

From July 1, 2018, the use of the reference price will be added to these calculation methods. It will be calculated automatically, and information about it will appear in the EIS. Thus, from July 1, 2018, the minimum value should be chosen taking into account the reference price.

How to calculate IMPC

In order to determine the IMPC, it is necessary to multiply the price of a unit of purchased medicine by the volume of its supply. At the same time, in the price of a unit of the drug, one must take into account the VAT and the wholesale surcharge.

When the customer buys several types of medicines, you need to repeat the calculation for each species, and then add the values ​​obtained.

How to recount IMPC, if no applications for participation in procurement have been received

If no one has become involved in the procurement, the next IMPC is considered a simpler way.

For example, when calculating the IMPC, the unit price was used, determined using the method of comparable market prices, the tariff method, or the weighted average price. No applications have been submitted for participation in such procurement. When announcing the next purchase as the unit price, the customer should use the following minimum value, calculated using the method of comparable market prices. Note that from July 1, 2018, instead of this minimum value, it will be necessary to use the reference price.
